I am new to this forum and this will be my first post. I have found a way to install the debug firmware on a retail ps3 this method has been tested with a 40gb and 80gb system and worked on both. Please use this method at your own risk and be sure you understand every thing in this post.
I have no test files to try the debugging features out with and I am shure Sony will block this method if it gets big. I will hope some of the devs can send me some apps to try out like the eboot decryption and hdd backup loader so I can confirm this firmware is fully operational so I give this method in those hopes.
Tools needed:
1 ps3 system
2 ps3 hdd same size
1 retail firmware upgrade
1.80 Or 2.15 debug firmware
First format both hdd’s to the ps3 system.
Put debug firmware on a USB stick and start the update the update will first copy the files to the hdd this is good. Next you system will restart and should take you to screen that reads reads push ps button to begin update (this is past the screen that reads update will start in 30 sec and counts down just push x to continue on) at this point power off the system using the switch in the back. Do not begin the update as it will error out.
Next remove the hdd you just copied the debug firmware to and put in the second hdd. Copy the retail update to a USB stick and start the update when you get to the accept licenses screen don’t push any thing remove the hdd with the system powered on and put in the hdd with the debug firmware on it. Next accept the license agreement and the system will install the update when your finished you will have the debug firmware on your system go to system settings and check version number and you will see the debugging options.
Note for this to work your system must be below or at 1.80 for the 1.80 debug update... and below or on 2.01 for the 2.15 debug update. Just use the next version up from your current firmware version for the retail update.

Lo primero formatea los dos discos duros desde la ps3
Pon el firmware debug en una memoria usb y comienza la actualización, esto copiara los archivos al disco duro. Cuando el sistema se reinicie, deberás llegar a la pantalla en la que te pide pulsar el botón PS (esto es después de la pantalla en la que dice que el "update empezara en 30 segundos, presiona x para continuar") en este punto apaga el sistema desde el botón trasero, ya que si continuas dará un error.
Ahora quita el HDD en el que esta copiado el firmware debug y pon el otro HDD. Copia el firmware retail a una memoria usb y empieza el update. Cuando llegues a la pantalla de aceptar la licencia, no pulses nada y con el sistema encendido cambia el disco duro por el que tiene el firmware debug. Acepta el contrato de licencia y el sistema empezara a actualizar con el firmware debug. Una vez finalizado ve a opciones del sistema para comprobar que ya tienes instalado el firmware debug.
Para que esto funcione deberás tener 1.80 o menor para el firmware debug 1.80 o 2.01 o menor para el firmware debug 2.15.

How to install debug firmware on retail PS3:
Tools needed:
* 1 PS3 system
* 2 PS3 hard drives that are the same size
* 1 retail firmware upgrade (DOWNLOAD HERE)
* 1.80 Or 2.15 debug firmware (DOWNLOAD HERE)
Instructions:
1. Format both hard drives on the PS3 system.
2. Download a debug PS3 firmware and place it in USB stick, and start the update. This will copy all the debug firmware files to the PS3's HDD-A.
3. After copied the PS3 will restart and you will see the normal update menu which prompts you to click the button to start update. Do NOT update your PS3, but power it off.
4. Next remove the HDD-A, and place in the second HDD, HDD-B in the PS3.
5. Download and copy a retail PS3 firmware to a USB stick.
6. Again as before place USB in PS3 and update the PS3 as normal but when you get to the screen where it asks for you to press button, do that but stop when it asks you to AGREE to Terms and Condition Page.
7. While the system is still powered on and on the update screen, REMOVE HDD-B, and insert HDD-A.
8. After swapping the HDD's continuie to update the PS3 as normal and the PS3 will install the debug PS3 firmware!
9. Go to the settings and check firmware version and there you will also see the debugging PS3 options

Para aquellos que están tratando de hacer este método con 2 diferentes tamaños de disco duro, un método que se ha encontrado:
Ahora para todos los problemas con disco duro, usted puede hacer una copia de todo el hdd y hacer que funcione.
He utilizado los siguientes procedimientos tengo dos hdd de 60GB y 40GB:
He realizado una completa formato de 40GB el hdd y luego he utilizado los dd_rescue utilidad para recuperar la imagen de 40GB a 60GB el hdd ahora tengo una copia perfecta, y funciona por supuesto.

Aunque posiblemente esto sólo sirva para versiones inferiores es un paso para ir consiguiendo tener consolas debug sin llegar a serlo del todo.
